I believe you mean internet Connection Sharing, a Microsoft Windows-based technology that allows one computer to act as a proxy for another computer; the other computer can use the ICS enabled computer to access the Internet without having a direct connection itself. This is most often not used any more, but certain other network-based features in Microsoft Windows depend on the features that ICS provides.
