If you mean, what states issue concealed carry permits, only two states don't issue permits, Wisconsin and Illinois (and D.C. but it isn't a state). In the remaining 48 states, a most issue to anyone that qualifies, but a few are what is called "may issue states" which means the local authorities decide who gets a permit and who doesn't.
