Why is there a complex relationship between bureaucracy and democracy?

Today democratic government is often confused with government that respects the rights and freedoms of its citizens. However, under democracy various laws*, 'sold' to voters as being for the individual or collective good, can be enacted that violate individual rights require administration. The result is a patchwork of regulations and administrative bodies that interact with one another. Administrators (bureaucrats) have a vested interest in the things they administrate, often believing in them strongly, some enjoying the power it gives them, and seek to increase their influence on the system. Thus democracy and bureaucracy have a reciprocal relationship that leaves out the rights and concerns of the citizens they are supposed to serve.
