That was a military alliance before the start of World War II. Hitler and Mussolini were two that initially formed it and the Japanese in 1939 or 40 joined. Hitler, because of his racial attitudes towards non-Germans, never warmed up to the Japanese but realized they could serve German interests by fighting the west in Asia and hopefully the Russians as well. Had Hitler won in Europe, he probably would have turned against the Japanese.
