Rural banks are nothing but the extension counters of actual banks located in cities.

Not many banks are willing to expand to rural areas because of lower volumes/profit margins. Because of insistence from the Government of India many government and public sector banks are moving over into the villages to provide banking and financial services to the rural population of India.
