first check the fuse. if the fuse is ok you might want to check the relay. there could also be a ground problem, you can find the electrical scematic in a Chilton manuel and maybe in a Haynes manuel. you can pick up these manuels from AutoZone or Advanced auto parts.

You have to take off the Front Bumer Cover. On Passenger Side it is between about where the Parking Light Sidemarker and Headlight are on that side. It is not inside the Engine Bay, but where the Passenger Fender and Front Bumper Cover meet and about where the Passenger Side Marker is. On my 2003 (which is a similar body style) I've had an easier time (and substantially less work) by turning the wheels all the way to the right and removing the front fender well cover on the passenger's side. The horn is right behind it and should make for the fewest things to take a part and it's not really that cramped to work.

You might have a high pressure oil system issue?? First off make sure your oil is topped off. If it doesn't registure on the dip stick you are about 8qt low and can cause a hard start concern. The 7.3L don't have as many issues with the high pressure oil system as the newer 6.0L. So before going any further I would start with checking the glow plug operation. The wait to start light coming on doesn't necassarily mean the glow plugs are working. Depending on what the build date is you may have a simple glow plug relay. (It looks like a starter relay located by the passenger side head). If this is the case it's relatively easy to test. When the vehicle is bone cold check power on the large black with orange strip wire. You should have power on that terminal at all times. Now with the test light on the terminal opposing it ( the big ones) Watch if the light comes on when you turn the key on engine off. If it doesn't you have a bad glow plug relay and your glow plugs are not turning on even thou your wait to start light is on. The part is relatively cheap and easy to replace. If your year make build date has a glow plug control module with two connectors (green and black) then you'll need a scematic to determine if the module is opperational or not don't know those styles off the top of my head. That is the way to test that relay pretty easy and most of the time fixes the vehicle. Many more test's and special tools to test the high pressure oiling system. Hope this helps. Good luck!
