I know it's under the hood, but is it in front of or behind the radiator? does anyone out there have a diagram or scematic? Thanks. It is on the Passenger Side behind the Front Bumper Cover. You have to take off the Front Bumer Cover. On Passenger Side it is between about where the Parking Light Sidemarker and Headlight are on that side. It is not inside the Engine Bay, but where the Passenger Fender and Front Bumper Cover meet and about where the Passenger Side Marker is. On my 2003 (which is a similar body style) I've had an easier time (and substantially less work) by turning the wheels all the way to the right and removing the front fender well cover on the passenger's side. The horn is right behind it and should make for the fewest things to take a part and it's not really that cramped to work.
The 1999 Dodge Neon horn is located in the front of the engine compartment. The horn will be on the right hand side of the radiator.
Haynes repair manual, Dodge Neon 2000 thru 2003. Book #30036 The horn module is located in the fuse box that is located on the left side of the engine compartment. The underside of the cover is marked so that it is easy to find.

the horn relay for the 2002 Neon is located under the hood. It is inside of the relay box, the lid should tell you which relay is for the horn.

If it's just the horn itself...$20 buck for the new horn. install it yourself with the Haynes repair manual, Dodge Neon 2000 thru 2003. Book #30036. The horn is under the passenger headlamp.
the horn is behind the w/w reservior! Remove the windshield washer reservior, diconnect the wire and remove the horn
The horn on a 2000 Plymouth Neon is located at the front of the engine compartment near the headlights. It is trigger through a press of the steering wheel like most other vehicles.
the horn on your 2000 dodge is located on the passenger side of the car, behind the front bumper. you might have to remove the wheel well splash guard to get to it. it has a single bolt holding it to a bracket close to the back of the headlight casing. there should be a small wire harness that can be pulled off and pushed onto a new horn.
it is behind the passenger side headlight assembly. you will have to remove the headlight assembly to replace it.
Horn relay and fuse is located under the hood..If you are looking at the engine from front of the car, there's a black box located to the right of the engine.. Relays and fuses located there..
