The Red Cross was established in Switzerland. They decided to use the Swiss flag, but change the colors around to the cross red and the flag background white (opposite colors of the Swiss flag).

It's an inversion of the flag of Switzerland, where the concept originated.

Does Mountain Rescue have a white cross with a red background?

The story of the red/white cross as a well recognizable sign continued: Henry Dunant, the Swiss founder of the "Red Cross" introduced the reverse of the Swiss flag (a red cross on a white background) as the sign for the rescue services to be recognized as such on the battle fields. Today, the American Red Cross Association has ensured an exclusive right for the use of this sign in the US. Therefore, when local rescue teams in ski areas want to signal themselves as such, they use the reverse sign of the Red Cross, a white cross on a red background…..which is nothing but the Swiss flag!

Who decided the universal sign for a broken down vehicle was hanging a plastic shopping bag out of your window?

The color of surrender is white, and though a broken down car is not a typical surrender, it is a surrendering of your car to the elements. Plastic bags are usually white in color, and oddly enough many people happen to have them in their car. The point is the white color to get peoples attention, and the fact that the color white holds significance in the form of someone defeated and surrendered (and in this case, in need of help). It doesn't have to be a plastic bag, it could be a white shirt or white tarp (but who has white tarp?), but a plastic bag is the easiest.
