A simple R-S flip flop can be constructed with two cross-connected NOR gates.
Connect the output of each to one of the inputs of the other. Hold the other input of each in the false state. Call those two other inputs the R and S inputs.
At power up, one output will be false, and the other output will be true. This will be random, based on initial race conditions. Pulse the R or the S input true, and the flip flop will change state and hold that state. If you hold both R and S inputs true, the outputs will go false, but the flip flop will not hold that state when the inputs go false.
You can also build the flip flop from NAND gates, but the rules will change accordingly, i.e. you will need to hold the inputs true to lock the state, and pulse them false to set the state.
