No I don't think so. God's covenant was with the nation of Israel. Amos' message to the kingdoms of Israel and Judah was they were not keeping their part of God's covenant with them.

Before the time of Moses God spoke to people eg Abraham, Isaac, Jacob (Israel) so maybe there were some things written down. However it wasn't until after the exodus from Egypt that God made the covenant with the nation of Israel and that's when Moses recorded the laws of the covenant.
