The United States has a limited government. The Constitution spells out a number of things that the government cannot do. For example, the government cannot make an "ex post facto" law, meaning that the government cannot retroactively make it illegal to have done something that was not illegal when you did it.
Freedom of press is the right to print or publish something without it being censored by the government or the government can't rule what can or cannot be published. :)
The difference between can and cannot is that when you can do something, you are allowed to and may continue doing it but when you cannot do something it is the oppistie so you can not do something.

A desire that the government cannot satisfy is happiness. Even the best government can't do that for us... we have to learn it for ourselves.

Unfortunately you cannot get rid of a coalition government. In Great Britain we have a coalition government, but as they were voted in; they will be in power for 4 years unless they do something really drastic that may affect the well-being of the country, then the queen can step in and appoint a new party to take over the government.

Yes, the Federal Government cannot be taxed by the states, however the States can be taxed by the Federal Government. Just like the State cannot be taxed by local municipalities and Municipalities cannot be taxed by Townships.
