Spotpass is when game developers and Nintendo send you messages through the internet. For one of the 3DS games Dead or alive dimensions, the developers send you new costumes for playable characters, and Nintendo sends messages about new system updates, also while I had a 3DS Capcom who made street fighter sent a message to me saying a code for a new figurine.
Also something important, Streetpass and Spotpass are two different things
StreetPass is a system that automatically exchanges game data between 3DS systems that are in range of each other.
Using Spotpass, if your wireless is on, it will automatically download content onto your 3DS like new videos on Nintendo Video or new notifications from the eShop. There is a big difference between StreetPass and SpotPass.
You can either get them via SpotPass or get them from your friends with them. But you can't get them with Play Coins.
Nintendo didn't include PictoChat on the 3DS because the sequel to PictoChat, called SwapNote, is currently available on the eShop. You can swap messages through Spotpass, or Streetpass.
Notification colors on Nintendo 3DS: Blue - SpotPass (receives info via internet when on) Green - StreetPass (Exchange data with other 3DS users) Orange - When and offline friend comes online in your friend list Red (Blinking continuosly) - Danger! Very low battery!
