Spotpass is when game developers and Nintendo send you messages through the internet. For one of the 3DS games Dead or alive dimensions, the developers send you new costumes for playable characters, and Nintendo sends messages about new system updates, also while I had a 3DS Capcom who made street fighter sent a message to me saying a code for a new figurine. Also something important, Streetpass and Spotpass are two different things
You can either get them via SpotPass or get them from your friends with them. But you can't get them with Play Coins.
of course, on the 3DS almost every game got spotpass feature which takes effect when you are connected to a wifi (online) and gets something, for example on super mario 3D land they used the spotpass feature so you can get a special gift from someone random that has the game, on mario kart 7 you can race online with up to 7 more players and you can also get a ghost data through the spotpass, in super street fighter 4 and dead or alive dimensions you can fight online and get ghost data through again the spotpass. so as you can see there are alot of games with the online feature, and that's a really little part of the nintendo online games, there are also online games on the DS and the WII.
Nintendo didn't include PictoChat on the 3DS because the sequel to PictoChat, called SwapNote, is currently available on the eShop. You can swap messages through Spotpass, or Streetpass.
