The 3G PlayStation Vita is not yet available in Canada, nor is it supported by any Canadian wireless carriers. Sony has expressed interest in bringing the 3G version but has not given a timetable on when that will happen.
Based on Sony's past dealing with Canadian wireless carriers, if the 3G Vita were to be launched in Canada, the most likely carrier that will support it would be Rogers. However, this is not a sure thing.

If you don't care at all about any of the online functionality, then you'd be better off with the cheaper wi-fi Vita. If you do want to go online with the Vita, then you'd need the 3G version, but keep in mind that the 3G service is a paid service with a monthly fee, from a phone company.
