I like the USVI/BVI in the winter myself. Always nice to get out of the cold.
May is my recommendation. Lower cost, less people, and still great weather.
Peak travel in the Caribbean ends in many places mid- late April, so rates come down by May. Starting June folks head out on vacation, plus 1 June starts hurricane season and runs through 30 Nov. Further, reinforcement came from a Windjammer captain with 18 years in the Caribbean who also said May is the month. Enjoy!

Anyone with questions regarding their travel status is best advised to discussed their particular case with either the U.S. State Department, a lawyer or the court officer assigned to oversee their conviction.
