Well, there really isn't an official "definition," but it pretty much means what is says. They want you to remain active. Attend as many troop activities (service projects, weekly meetings, camp-outs) as possible. Be active in the troop--suggest activities, help plan the agenda, get a position (scribe, patrol leader, etc.), or initiate stuff like getting a merit badge counselor to come over to your troop to to the badge. Stuff like that.
