According to the site text of the US Electoral College, a certificate of ascertainment is a document that lists all the names of the electors who have been chosen by the voters and the total votes each elector received. As you may know, in a Presidential election voters do not choose the candidates directly, they choose the electors who have promised to cast their vote for a certain candidate.

The document also lists the names of all other candidates who competed in the election and the number of votes they got.
