Chlorine should be kept between 1-3 ppm at all times. Below that and the water is not sufficeintly sanitized. Above that and you should not enter the pool. A test kit will tell you the ppm, adust as needed daily. Pool & Spa

How chlorine not poisonous in water?

It's still poisonous, but when diluted with water, such as in the form of the sodium hypochlorite(bleach) / calcium hypochlorite solution used in swimming pools, the concentration becomes so low that it relatively harmless, yet still a powerful disinfectant. These solutions are still dangerous of heated, because chlorine fumes are likely to be produced. This is why in kitchens where bleach is used to sanitize dishes and surfaces, the solution containing bleach must be made using cold water.

When I put bleach and water in my tub and left it over night . My brother drained the water and took a bath but didn't rinse the tub will he be okay?

No problem. Many swimming pools have more bleach in their water than the tiny bit your brother might have had.

Does cold water deactivate the chemicals in bleach?

No. Water cannot "deactivate" bleach. Water simply dilutes the concentration of the bleach molecules, which slows the bleaching action. However, the action continues so long as the bleach remains in a liquid state. To "deactivate" or neutralize bleach, you must use a neutralizing solution, such as sodium thiosulfate. There is a commercial product called Bleach Stop that will do the job.
