An "Act" is an action made by a legislature.
A Code is a type of legislation that purports to exhaustively cover a complete system of laws or a particular area of law as it existed at the time the code was enacted, by a process of codification.
A code entirely replaces the common law in a particular area, leaving the common law inoperative unless and until the code is repealed
Thus it is clear that a code is a special type of action made by legislature.
The passage of an Act refers to the formal approval of the legislation by the legislative body, such as a parliament or congress. Promulgation, on the other hand, is the official announcement or proclamation of the Act by the relevant authority, making it known to the public and putting it into effect.
If it is a good thing, it's the difference between an idea and an act. If it's a bad thing, it's the difference between a sin and a crime.
