Holland has 3 kinds of secondary school, in ascending order: VMBO level, HAVO-level and VWO-level. VWO-level grades make you qualify directly for University.
The secondary school-level that a pupil can take is determined by an entrance exam, taken at the end of 6th grade.
Roughly speaking it's hard to judge. However, O level would roughly be equivalent to the HAVO final exams in 5th year. HAVO is a dutch level which is middle bar, basically.Hope this helps.
