The 1964 Buick Service Manual says: "Disconnect vacuum hose." then "Turn distributor slowly until yellow mark on balancer is halfway between the '0' and '5' degree marks on timing indicator."
In other words, 2.5 degrees advanced.

the timing on a '95 buick is set eletronicly. this car has no distributor, instead has an "waste spark" ignition with 3 coils that fire on command from an ignition module that the three coils are plugged into. if it is the timing belt you seek to replace then i suggest you go to your local library and look at the appropriate maintance manuel for that car. Probably a "Motors or Chilton" manuel would cover this proceedure. good luck
