There isn't a 'legal' age. It's pretty much whatever the parents want. That if, of course, if you are just watching kids for a family you know. However, if you want to get a job at a child care place, then it depends on the place itself

In California, the legal age for riding in the front seat is 8 years old or older unless the vehicle does not have a rear seat, the rear seats are side-facing jump seats, the child safety seat cannot be properly installed in the rear seat, all rear seats are occupied by children under 7 years old, or medical reasons require the child to ride in the front seat.
There is no limit, but I would not consider anyone under the age of 14. Look for a sitter who has had CPR and first aid training. If you're wanting to be a sitter, that training will greatly enhance your desirability.
