This branch is interested in passing laws to help out their constituents. They need to be able to understand what people from their state are interested in before beginning.
The legislative branch along with the other 2 branches work in a system of checks and balances. In this case the legislative branch votes on the presidents decisions and can approve or deny bills before they get to the president.

The Legislative Branch can still pass the bill to make it law, but it must go back through to be passed again by the House & Senate (I believe twice) before the Executive Branch's VETO power is null and void.

All three branches are limited and that is where the term checks and balances comes from. The legislative branch has to send the bill to the president before it becomes law. If the presidents wants a person for a position he has to have congress approval.
The Legislative Branch of the United States government is the one that can confirm Presidential appointments. The Senate can sometimes hold a hearing to debate the issue and ask questions of the appointees before making a decision.
So bills have time to percolate, be reviewed and revised before being put to a vote
