There is no activation code from Volvo, but from individual radio manufacturers.
There were many different brands of radio installed in Volvo cars that year, and not only does each brand differ, but each radio has a unique code.
What you should do first is look in the owners manual, because it should have been written down.
If not, then you need to go to some place that sells that brand of radio, and have the code in it changed. They can't tell you the old code, but they can tell you the new one.
It is supposed to be free, as long as you can show ownership.
Your car has a special 4 digit code It is able to be reset at a Volvo dealer. They will reflash the radio code and give you a copy. Mine was that way and now I don't have problem. For steps in putting the code in look in your owners manual

I reset mine by removing the radio fuse and leaving it out for 3 hours before reinserting it. After reinserting the radio fuse, the radio will then accept your code unique to your radio.
For radio you mean? You need serial number of radio, registration, ID (prove you own it) and either go to dealer or one of the pay-sites that will give you the code for $29

3223 is the code for a sc-810
I reset my be removing the radio fuse from the fuse box to the left of the instrumentation panel, and then replacing it 3 hours later. It would then accept the code unique to my radio.
You can locate the radio code, for your 1991 Volvo, by consulting your owners manual. The owners manual should have all of the vehicle codes.
