According to all the Volvo sites: 1. turn ignition to position 1 2. turn radio on so that it reads "OFF" 3. Wait... it may take hours for the unit to reset... 4. Once unit ask for code, input it according to instructions supplied with vehicle

I was told (just yesterday) by a Volvo dealership mechanic to leave the key in the on position for up to 2 hours. This applies to my 1994 940.
the radio has to stay on for an hour...then it will give you a chance to re-enter the code
