Although they had by far the largest army, 1.4 million soldiers and ample artillery, they weren't as sucessful as expected, on most occasions, as they had very few decent leaders who had had previous battle experience.

On the whole, a fully functional German Infantry Battalion would humiliate two (2) Russian Infantry Battalions with proportion Artillery due to the fact that the Germans were battle hardened and their leaders were far superior in warfare tactics.

The other factor was that Russia did not totally commit to WW I until approximately June 1916, when they planned simultaneous attacks of Autria's Galician and Germany's East Prussia. They were humiliated at East Prussia and barely held onto Galicia.

There is no doubt that The Russians played a pivotal role in WW I but to no extent that they were expected to.
