No. Special proof Bicentennial Ikes were struck in 40% clad silver. The rest including circulation issues were made with standard copper-nickel clad alloy. The only "dollars" to be struck in 999 fine silver are the American Eagle pieces introduced in 1986, and they're not really dollars. They carry an artificial denomination for legal reasons, but in fact are only intended for investors and collectors. Also no circulation coins have ever been made of solid silver because it's too soft. It was always alloyed with 10% (or so) copper for hardness.
