A fuel pump that is failing. You can try changing the fuel filter for a new one and see if that helps. The fuel pump will still fail but you may prolong it's life somewhat if the filter is partially clogged. A clogged fuel filter will cause the pump to work harder and overheat thus shortening it's life.
Your battery is dead.
You can tell if the transmission, in your 1998 Chevy Malibu, is going bad. If there is a whining or clunking noise. The transmission might cause your engine to install when you are stopped with your foot on the brake.
It is probably the alternator that is whining - and not charging so you have run out of battery power and it won't turn over.
