The Aeronautical Engineering process for students is as follows:- The candidate first has to fulfill the eligibility criteria to take admission in Aeronautical Engineering. A candidate should fill the AME CET 2023 application form. AME CET is the national level common entrance test. The form can be filled in online and offline mode. After clearing the exam, the candidate has to attend AME CET Admission counselling to confirm their admission in top Aeronautical Engineering colleges according to their All India Rank (AIR) of AME CET 2023. The student will get admission to All India Council of Technical and Education (AICTE), Govt. of India approved by colleges.

It depends on which University you're trying to get admission for, sometimes you can transfer degree programs, and sometimes you have to start over. Most places I've seen the prerequisite requirements for electrical engineering and aeronautical engineering are the same. Aeronautical engineering might also be more competitive though.
