Under International and Community concern, the Philippines Government made 18 changes to the age of consent laws in the Philippines between 2007 to 2009. One of the major changes was the updated anti-human trafficking act that now states there is no age of consent for anyone trafficked into prostitution. So everyone is classified as a child that is trafficked.

You should understand that when they talk about child trafficking, they are referring to any act that will exploit a child, (i.e. prostitution, slavery, etc.), but if you are planning to marry a Filipina, that girl can be as young as 12 with consent of her parents, but she cannot marry until she is at least 18. You just have to be able to show that you are not trying to exploit the girl.
