As far as I know, the Federal Age of "Infancy" is 7. Most states will not charge a child that is under the age of 10. Hawaii is as high as 18. I'm currently looking for a chart I found a few months ago that showed the different states and their "Age of Culpability" and the "Defense of Infancy". The state of Pennsylvania does not have an age of legal culpability. This means that a juvenile can be tried and convicted as an adult at any age if the court believes they should be.
