The best way of dealing with harassment at work is to stay calm about the situation. Try talking to the person who is harassing you first and explain to them about how you feel. If they continue the harassment, then I would consider going to your Human Resources department and filing a formal complaint. It will then be dealt with appropriately.

It would depend on the type of the complaint; you could get a lawyer and ask. Also will have to do the nature of the business in which you work, the area in which you work, and the nature of the complaint. Some where there should be in employee handbook that will outline what you can do in this situation. If its something that is really bothering you, I would suggest that you write the complaint in a letter and mail it to your boss at work, via certified mail that requires his signature to get it, that way you have proof that you filed a complaint. As things may be different from state to state I suggest contacting a local lawyer, if unionized talk to your union rep. You could also contact the Department of Labor or OSHA if safety related. If your boss is not listening you could always go to his boss (if he is not the head boss anyway), and you can stand behind the whistleblower act, if you afraid of reprisals. Document the problem as it continues to happen. Just keep a notebook handy and write down each event. If you can find one ally, have them do the same. Make sure your complaint is logged in written format somewhere so that when the issue erupts you have proof you tried to help alleviate the problem. If the comment or complaint was made in a loving way as a gesture of help, then you might want to tell the person you will take their suggestion into consideration. If it was made in a rude or incomplete manner, the you might have to ignore it.
