President Bush did not ban gay marriage. However, under his administration the Federal Marriage Amendment (FMA) was proposed and defeated. It would have limited marriage in the United States to only be between one man and one woman.

Also, Republicans are not purely to blame for the federal government's denial of rights and privileges to homosexuals. In 1996, President Bill Clinton signed the Defense of Marriage Act (DOMA) which defined marriage as an act between one man and one woman. Due to this law, same-sex marriages that are now legal in many states are not recognized by the federal government. This has led to many legal battles and President Obama has instructed United States Attorneys to not defend cases that promote the Federal government's position that DOMA is constitutional. The results of these legal battles will be as monumental for our country as those cases that helped end slavery, grant equal rights to all regardless of skin color, and provide women with the right to vote.
