The appropriate age is when kids get independent so from around 13 years old or whenever they start taking the bus or walking home from school alone. If your kids are going out with friends or are doing stuff on their own, then it's okay for them to have one for safety.
Really, it depends on the life of the kid, and not so much the age. If the kid is always away from home, doing something, at age 10, then they need a cellphone. If the kid is always near the house, and practically never goes anywhere except for school, then a good age might be 12 or 13.
