There is none. There is a network called the North American Numbering Plan, which includes the USA, Canada, and several Caribbean islands. Haiti is not one of them and therefore would be considered an international call to anyone outside of Haiti. The calling code for haiti (which is used after the IDD (to get out-of-country) in international calls) is 509.
