Keep in mind that the TJ Wrangler has the aerodynamics of a barn door and that's why the Germans redesigned it into a plastik JK (JoKe) Wrangler so it could do better on the road and mediocre off road with it's 4 doors. The engine and driving style also have A LOT to do also with mileage. The AMC inline-6 gets about 20-21 if you use cruise control and are on flat land w/o hills: all of this with 31" knobby tires. Expect 15-18 in town with the same set-up. The 4 popper get just a little more but not much as it has to be 'pushed' due to it being a four. The WWII Jeep was smaller and the four cylinder in that did OK as it beat the bad guys then. The Wrangler TJ is much fatter than that old Jeep and needs a bigger engine. That's where the AMC designed/ Chrysler refined inline six from 1964 vintage does well and better than a V6 because of it's lower RPM torque characteristics brought about by a larger crankshaft. If your concerned with mileage, get a car. If you want to get to point A to point B during inclement weather when others are getting stuck and you have to bail them out, get any Jeep Wrangler (JK too) or older Cherokee.
