Considering the worst being 13 mpg (at best) and 24 mpg (at least) average would be approximatly 17-20 miles per gallon. If you eliminate hybrid SUV's, average fuel consumption would be about 15 or 16 mpg.
The average Chevy mpg for a SUV is about 13 mpg with the Suburban and Tahoe. The Traverse gets about 22 mpg. The Equinox gets about 24 mpg. Most rarely will you ever get close to 30 mpg. Though hybrids are coming out for the larger SUVs, yet they are hard to find.
Allowing for the number of less efficient vans, SUV's and pick-up trucks, I would guesstimate that average city MPG is 18 miles per gallon

The Honda Pilot is an excellent SUV. It seats 8 comfortably and gets 18 mpg in the city as well as 25 highway mpg. Its has very good safety ratings as well.

SUV's constructed by GMC offer a variety of miles per gallon ranging from the GMC Terrain that does approximately 30 miles per gallon on the highway to the large GMC Yukon that does approximately 25 miles per gallon. Also, the GMC Acadia will get around 16 to 18 mpg on day to day driving.
Overall, smaller more compact cars will have better fuel efficiency than larger heavier SUV's. While the average mileage of a compact hybrid is close to 40MPG, average SUV MPG is closer to 20.
Here In Colorado I got about 18 mpg city, but when I drove cross country i was amazed at 27 mpg, pretty economical for an old SUV.

It looks like the 2011 Toyota RAV4 2WD gets the best MPG. It gets 28 MPG on the freeway and 22 MPG in the city. There is no reason it wouldn't be available in Honolulu.
