Depending on the size of the dog, I have had a litter as large as 6 puppies but the dog weighs 10lbs - i have also had a litter as small as 2 puppies but from a smaller dog. I have read that the average litter for a pomeranian is 4.

While I believe 1 or 2 is normal for poms, I had an 8 lb. Pomeranian that had 4 pups, 3 males that grew to 6-7 lbs when adult and 1 female, that was the runt of the litter. She only grew to 3 lbs.
