The graphic tool bar that appears at the bottom of the Windows screen is called a task bar. This is a feature that was first introduced with Windows 95.

The task bar on every WIndows computer is the bar at the bottom of your screen with a Windows logo on the left of it (the Start button) and the clock on the right.
Normally at the bottom right of the screen it show you, this is if you are using windows.
the taskbar is the bar which runs across the bottom of your screen. the bottom right is where icons for programs which are running usually appear.
The Windows Task Bar is the long ribbon found at the bottom of the Desktop in all Windows versions. It contains the Start button, the Quick Access Toolbar, Quick Notifications, all open windows, and the time. It is highly customizable and can also be placed on the sides of the screen if "unlocked."
If you are referring to the Windows Explorer, it is the main bar on the bottom of the screen including the Start menu, quick launch bar, active task bar, and clock. The windows explorer is the "shell" of windows, and is essential to be running at all times. When the explorer stops responding, this typically leads to a reboot, or freeze. Windows Explorer should not be confused with Internet Explorer, which is a totall different animal.
By using the bar on the top to close, maximize, restore or minimize or the bottom right hand corner to adjust the window size (but only if not maximized)
Right click on the bottom left corner of the task bar and select "System". It will open a System windows (System Properties if it's in older version of Windows. I'm using Windows 8) If in Windows 7, you can right click my computer and select properties and the rest is as follows. On the very bottom of the windows you will see "Windows Activation" If your Windows is not activated, you will probably see a button there.
