The bar with the start button is called the taskbar.
I think you are referring to the 'Task Bar'.

Using your tab button will bring you to the start button. Tab will cycle through your various icons etc and eventually reach start, then hitting enter will open the menu for you.
It's called the 'reduce down' button - or 'minimise' button. It's shown as a small button with a horizontal line on it.
