"The Basic Speed Law states that no one speed is best under all conditions. The posted speed limit is simply the maximum recommended speed allowed by law under ideal conditions. The Basic Speed Law implies you must never drive faster than it is safe for conditions at that time. This means that even if you drive within the posted speed limit, under certain conditions, such as in rain, snow, heavy traffic, or bad road conditions, the posted speed may be unsafe and you may be in violation of the law."

The basic speed law is in effect in every state. We are talking INTERSTATE ROADS with minimum speed zones. . MN/Missouri have 40 mph interstate minimum speeds.A regular rural road is posted. This means on roads of good condition to travel at those speeds. A blizzard conditions while on the highway means you drive conditions of that road. Meaning speed zone 60 and road conditions warrant 30. You can be ticketed for anything over 30. You are putting others' lives in danger.Check with each state's department of transportation (DOT) for the exact speed zone for the roads you wish to know about.
