Step 4: Check www.serebii.net and look for the places where the ''didn't captured'' pokémon are.

For regirock, Regice and Registeel, that is something else.

On three places in the game, you will find a statue.

you need to break those statues with pokémon powers.

If you do that, one of the three regi's will appear!!!

There isn't really 'the best' as each of them have useful qualities. The hardest is probably Snorlax, not because its difficult but because you have too find every Pokemon to face him, Of course the three dogs are supposedley the best and the hardest but it all depends, I personally think charizard is the best and a little tricky to capture although you can't keep it. So to conclude the best are proably the three dogs, entei suicune and raiku although if you looking for Pokemon to carry around, Meganium is probably the hardest to capture that you can keep, but the best of the bunch that you can keep is probably the three regi's Regice Registeel and Regirock. I hope I'm not getting confused with shadows of almia but i think that's about right.

Here are the locations so you can find them.

Meganium: Enter the `bugs` section of Olive Jungle, but when you reach the first Venonat, go south-west instead of north.

Dogs & Charizard: Aquired throughout the game, yu get the dogs at the end (but i think you might encounter them beforehand) and charizard on the final mission

Regice: Complete the game's storyline, because once you do that, Spenser will allow you to take Pokemon out of their natural environments, and you need a Pokemon that has the Cross Icon and another Pokemon that has the Burn Icon x3 to get Regice, both of which are impossible to catch in the place where Regice is. Therefore, you need to catch two different Pokemon that match these icons.

In the Lyra Forest, in the area where the Weepinbell roam and spit you back to the entrance if you get too close, you will find a Shrub. Cut it, and inside you can catch a Typhlosion, which has the Burn Icon x3. Then, in the beginning of the deep area in Lyra Forest, you can find a bunch of Ivysaur, which have the Cross Icon. Catch one, being careful not to release your Typhlosion. Take these two to the Ringtown Ranger Base and use the Dragonite Bus to fly to Wintown.

Go south, follow the North Road, and enter the Panula Cave. Follow it through until you reach the room with the two Golem and the Save Machine. There are three exits in this area. The one to the south is blocked by a chunk of Ice. It was impassible to pass during the storyline, until now. Use your Typholosion and burn the Ice away. Now catch one of the two Golem and enter the new room.

There will be three holes here. Do not drop down into any of them, or you will drop into the wrong part of the cave. There are also two Boulders there. Use your Golem to smash the one closest to the entrance to the room. A new hole will be revealed. Drop into it and you will be on an island surrounded by water. You will see a Post on a different island. Use Ivysaur to cross the water. Drop through the hole on the new island and you will be on a raised ledge. Head north and you will enter the room with Regice. While attempting to capture Regice, be careful! It will raise chunks of ice from the ground that seriously damage your Styler if you touch them! A Fire Group Pokemon should do the trick, though.

Regirock: He is found when you go through a range of obsticles in Sekra Range.

Start your journey in Wintown and make your way North to Sekra Range. To get to Regirock, you will need two Pokemon who have a 3 power Crush field move; one Pokemon who has a 3 power Soak move and a Pokemon who knows a 3 power Burn field move.

Once you are in Sekra Range, make your way to a large rock at the base of a small cliff. Use one of the Crush field moves. You should find a small plant underneath - Soak it. No make your way up the vine and use the second Crush field move. Once inside the chamber, beware of Gastly - they steal your Pokemon, and clear the large chunk of ice with the Burn field move. You now have a clear path to Regirock.

Regirock summons large stones that fall from the sky to damage your capture styler. Navigate your way through the rocks and you should capture Regirock in no time.

Get 2 Golems, 1 Water-type Pokemon and 1 Blaziken. Go to Wintown. Keep on going onto the mountain until you see the big breakable rock. Use Golem to clear the way. Instead of a hole, there will be a vine. Use the Water-type Pokemon on that. Climb the vine. Keep on going until you see a breakable wall. Use the other Golem. Keep on going. Only bring Blaziken because there will be a lot of Gastlys. Catch the Gastlys. Now there will be a big snowball in the way. Use Blaziken. Keep on going. There will be two doors. Go into them. That's where Regirock will be.

Registeel:

he's in krokka tunnel. first, you need 2 Pokemon with the field move cross (to get to a pole) and 5 Pokemon with double crush field move. then, you go to fall city and enter the tunnel from that entrance. go to the section of the cave with all the zubat. next, you go as far to the left as you can and you should see a pole. cross over to it using your Pokemon. then you exit the room and tou should fall out of the door. go left and you should see a door. enter the door and you should see 7 or 8 boulders. only break the ones in the middle to make a path or else you will not have enough Pokemon. get through the path and you should see two poles on each side of a ravine. the pole on your side of the cliff is to get back after you catch him. cross the ravine and you should see a tangela. keep going, enter the door and catch registeel.
