All things being equal I've always had good luck with fender amps. Peaveys have also treated me well.
The best amp for the value is the one you can find used. Hit the pawn shops (and Craigslist) see what you can pick up used in your area. Make sure you plug it in & hear it go before you plunk down your cash on it though. Stick with the brand-names & if possible Google up the make & model too.
Depends on what style of music you are playing. FOr Hard Rock/Metal, look into the KErry King Marshall practice amp, or the Kirk Hammett RAndall. For most styles of music, a Roland Micro Cube is probably the best (Comes with onboard effects too!) and a Line-6 Spider 3 is good for Rock/Metal. I swear by the roland. I've had mine for upwards of 10 years now, and I'll still play it from time to time when i can't make as much noise as usual.
For great sound it is hard to beat a valve amp . My advice would be to avoid solid-state circuit amps and buy the best valve amp you can afford.
