You only need to cast 25 feet in front of you to catch the catfish.
Generally no it is not the best bait. Trout and carp both will take corn as bait but bait needs to be specific to the fish you are trying to catch.
Not sure if you mean small Shad and other forage or actual minnows sold at bait shops but either way a casting net is best for all of the above rather than any lure.
