Really anything you want. The only limitation you have is how much weight your rocket can lift. if you exceed that your rocket will, at best, just sit on the launch pad and burn all its fuel off. Remember, every satellite or probe ever put into space was done with really big rockets.
A T8 LED tube has to be used with a ballast to bring the correct voltage to the tube for it to operate correctly. Removing the ballast from the circuit will prevent the tube from operating.

Air is the best option, then use bolt on wheel weights for ballast. I live in Northland in New Zealand, I guess we're lucky, we use water ballast in tractor tyres, and it never gets cold enough here to freeze.
