A blanket cannot be put onto a horse as you are unable to buy one. You can however have a blanket which allows you to have your horse sleep outside in all weather. To get this it is a random event. you just put your horse in the box and sometimes it will find objects. e.g tub of grease, whip, horse blanket and a few more. Plus I found it's more likely that you get the blanket when you put your horse in the box for THREE HOURS.
