about level 90, monkfish have better xp and are faster to catch.
It depends what level you are at... 1-21 Shrimps 21-34 Anchovies, Cod, Trout After level 40 fish lobsters in Catherby and when at 48 go to baxtorian falls to start heavy rod. Unless you are under 15 agility. Then at 50 - Swordfish That is how far I have got sorry I don't know rest. Hope it helped :)

I'm not entirely sure when they barely burn, but i know when they stop burning completely, they stop burning at level 86 with cooking gauntlets you can stop burning them at level 81 I'm sure they barely burn the few levels before. if you start when you reach the level to cook the swordfish is highly unrecommended because they burn them at and 80% burn rate.

(use world map) From levels 15-60, powermine trout and salmon with a fly-fishing rod and feathers in either lumbridge or barbarian village. From levels 60-65, fish lobsters in Karamja. If you want money, then bank them, because the sell for about 350 gp each. From levels 65-99, fish swordfish using swordfish gloves in Karamja. You can obtain swordfish gloves by playing Fist of Guthix. If you have a low combat level, and can't obtain enough tokens to get the gloves, then just fish for lobbies till 99 fishing. Good Luck!
