I'm assuming you mean the phone. Probably because one person did and everybody else copied. A different reason is that hello said when picking up the phone is said as a question not a greeting. Next time you hear someone say it listen to their tone (as i said) it should be questioning 'who is this' rather than meeting someone on the street or at a party and saying hello because you just saw them. When on the phone you don't know who is on the other end of the line. Were as if someone calls you and tells you their name before you say hello then you will know who it is and be greeting them with your hello. hope that wasn't explained too complicatedly!
