Well, as with any bicycle, the "best" is going to be something you piece together yourself. No one manufacturer puts the best of every component all together on one frame. Also, what may be "best" to one person may not be best to another.
Probably the best out-of-the-box kid's MTB is going to be the Kona Stuff 2-4. It's a 13" frame with 24" wheels. It's got a 7005 Aluminum frame, Marzocchi shock fork, FSA cranks, Alivio grouppo.

There are a few good mountain bikes tires that would suit a 18 speed bike. I would go to a bike store and ask.there's different tires for what type of riding you doing but everyone have their own way they like their bikes from handle bars to tires. There's no best part.
