Any major brand of oil is good. As to oil filters I would recommend Wix, Purolator, NAPA, Mopar, or Bosch. Stay away from Fram, or any filter manufactured by Fram. They are not quality filters.
A 1999 Chrysler Town and Country uses regular unleaded gasoline.
The thermostat on a '99 LHS is on the lower left side (driver side) of the engine block to the left of the oil filter. It is best viewed from under the vehicle. Just trace the lower radiator hose to the engine and that is the housing it's located in.

If you want your engine to last you better use the BEST A/C DELCO OIL FILTER The regular Fram oil filter is the PH5. If you want or need to go with the tough guard, I THINK it is the TG5, but I am not sure.
